ETHIOPIA SCOUT ASSOCIATION
AT DISTRICT LEVEL

District Leaders (Wareda) leaders
The Scout Movement in Ethiopia shall be organized into a number of District scout councils (wareda council) which shall act on behalf of the National council within the District Scout Executive committee (wareda) committee which acts as executive body for the district.

Each District council shall be composed of.
a) A chairperson,
b) A vice chairperson,
c) District commissioner
d) district council secretary
e) Three representatives from each scout Group (Kebele) in the District

Term of office:

Wareda council members are elected for a term of three years (3) which may be renewable for not more than one further consecutive term.

Meetings:

They meet once a month with an agenda communicated to members in advance.

Decisions

Decisions are taken at the simple majority of those present with voting rights. In case of a tie the chairperson has a casting vote.

The Quorum of wareda council meetings is half plus one of the members untitled to vote.

The District Scout Executive Committee shall be composed of
a) District Scout commissioner (Chairperson)
b) Deputy District Scout commissioner
c) District Secretary
d) District Treasurer
e) District Trainer
f) District youth programme commissioner

Term of office: District committee members are elected for a term of three years (30 which may be renewable for not more than one further consecutive term.
Meetings: They met once a month with an agenda communicated to members in advance.
Decisions are taken at the simple majority of those present with voting rights. in case of a tie the District commissioner has a coasting vote.
The Quorum of wareda committee meetings is half of the members plus one
If in any area of the country it is found not possible or convenient to form a District Scout Council, the Chief commissioner shall make provision, as the National Executive Board considers necessary, for the well being of Scouting in such areas.
