Each group of the Ethiopia Scout Association shall be governed by a Group Scout Council (kebele council)
Composition:
a) A chairperson,
b) A vice Chairperson,
c) Group scout Leader
d) Group secretary
e) All the Unit Leaders of the Group
f) Two representatives of scouts’ parents
g) Group Treasurer
h) Representatives of local authorities or Religious leaders as co-opted members

Function:

They shall be the representative of the National council in the area. They raise funds for the running of the Scout group and assist the Group scout Leader in his functions.

They run scouting at unit level
