ETHIOPIA SCOUT ASSOCIATION
Leadership of the Association

The patron
The council may elect a distinguished citizen to the office of the patron for a period of 3 years, renewable at the discretion of the council.

Functions of the patron
The functions of the patron are:-
a) To encourage and foster Scouting in Ethiopia,
b) To officiate at important national and international functions held in Ethiopia.
c) To commission the chief scout, and vice-chairpersons of the council

He/she will not be required to exercise and executive functions,

The Chief Scout
The patron shall commission the chief scout on the recommendation of the council from amongst scouters who will have rendered distinguished service to the scout Movement and the community and has been elected by the council. The warrant of appointment shall be valid for 3 years and he/she may be re-elected for not more than one further consecutive term.

Function of the Chief Scout
The chief scout shall:-
a) foster scouting in Ethiopia and watch over the interests of the scout movement throughout the country,
b) Keep the patron informed of the development within the Association and the scout Movement,
c) Appoint office bearers as provided for in this constitution and
d) To chair meetings of the arbitration in case of disputes between the officers of the council and the Board or/and the Executive Committee.
e) Preside over the meetings of the council and the Board.
f) foster the organization and effective operation of the council,
g) Keep the patron information of the state and activities of the Association, and
h) Advise the chief commissioner on policy matters.
i) To recognize leaders of the Association.

Vice Chairperson
The council shall elect two vice-chairpersons to serve a period of three years, which may be renewed for not more than one further consecutive term.
The vice-chairpersons shall deputize the chief scout.

The Chief commissioner
the Chief commissioner is elected by the council for a period of tree years which may be renewable for not more than one further consecutive term. He warrant of appointment is presented to him/her by th chief scout.

Functions of the chief commissioner
The Chief commissioner shall:
a) Be responsible for overall leadership and day to manage4ment of the Association.
b) Maintain the constitution and By-laws of the Association,
c) Supervise the execution of all directives and decisions of the council and the Board,
d) Keep the Board informed of the activities and progress of the Association,
e) Issue warrants, signed by the Chief Scout, to commissioners and Assistant commissioners and similarly to withdraw such warrants,
f) Present a progress report for the preceding year at the annual general meeting of the National Scout council to the Board.
g) Represent the Association to the public and other authorities on behalf of the Board.


Deputy and Assistant Chief commissioners
The chief scout shall appoint a Deputy Chief commissioner and Assistant chief commissioners on the recommendation of the chief commissioner to serve during the period of the chief commissioner’s term. They shall fulfill functions spelt out in their appointments and as may be delegat6ed by the chief commissioner from time to time.

Treasurer
The council shall elect a National Treasurer of the Association to serve for a period of three (3) years which may be renewable for not more than one further consecutive term. He/she shall head a financial sub-committee of the Executive committee which fund raise and manage the finances of the Association.
Functions of the Treasurer shall be spelt out in the financial regulations of the Association.

He/she sits in the Executive committee as a voting member.
