NATIONAL ACTION PLAN
(E. S.A)
Points
to be focused to establish a national action plan are the following.
-
situation
- membership
- structure
- finance
- public relation and communication
Situation
– Scout movement must be propagated in every
region.
Membership- leader training must be increased by triple
and to increase the no of scout through out the country to reach 8,000
number.
Structure – make all regions to have their own independent
association.
Finance – increase membership fees.
- communication with other country scouts.
- To establish fixed finance system (fixed budget)
- Preparing a new way of communication system.
Goal of the National Action Plan. (E.S.A)
The
goal of the Ethiopia Scout Association according to the above priorities
can be summarized as follows.
- At the end of three years scouting in Ethiopia.
The
scout association will actively in all kebele of Ethiopia. There will
be autonomous and viable regional offices and all adult leaders positions
will be filled according to the constitution by trained leaders. And a
streamlined administration using modern communication tools and based
on financial and material resource sustained by fixed income or revenue
and used according to generally accepted financial management procedures.
The three years plan of the Ethiopia Scout Association lays an action
plan targeting the following main areas.
1. youth programme
2. adult resource
3. management/administration
4. finance

Youth Programme
A.
HIV/AIDS awareness education
B. Family life education
C. Active involvement of scout in community activities
D. Development and implementation of the youth, a programme covering all
the sections of the youth involved in scouting.
2.
Adult Resource
A. Stream lining unit leader training for all section,
B. Develop a plan for the training of trainers in orders to cover the
present needs.
C. To develop a national adult resource policy
D. Organize the training of leader of adults through as the streamlines
of administration
E. Recruitment of more adults at all levels of the association.
3. Management/ Administration
A.
Provision of job description at all levels of the association.
B. Well trained staff in all the offices of the association.
C. Setting up an involvement of parents support committees at all levels.
D. Provision of administrative procedures to be used in the management
of the scouting.
E. Carrying out membership census.
