Regional Leadership

The Regional Council
a) Establishment : The Regional Council shall be established in each region of Ethiopia in order to support and supervise the development of scouting within the region.
b) Composition:
The regional council is composed of the following
1) The Chairperson
2) Two vice-Chairpersons
3) The Regional Treasurer
4) The regional Secretary
5) Regional PR commissioner
6) One (1) representative of each wareda (district)
7) Co-opted members as ex-officious (with no voting rights)

c) Terms of office
All members of the Regional council are elected during a Regional Council General Meeting for a term of three (3) years which may be renewable for not more than one further consecutive term. The council can co-opt members with no voting rights in order to fulfill its mandate.
At the end of every term, one third of the regional council elected members shall retire in rotation and new ones elected.

Functions
The Regional Council shall fulfill the following functions:-
a) To oversee the implementation of the decisions and policies determined by the national organs of the Association in the region.
b) prepare and submit reports for the meetings of the Board.
c) to provide support to Districts (wareda) monitor their work and report to the national organs
d) To deal with any other matter as directed by the National organs

Meetings

(a) Ordinary Meeting:
The Regional Council shall meet at least once every four(4) months, giving the agenda to members in advance.
Duning such a meeting reports from the districts (wareda) concerning the management of the Association within the region are sent by each wareda
(b) Minutes of such meetings shall be sent to the National secretariat for consideration.
(c) Quorum
The quorum for an ordinary meeting shall be one half of the members plus one of the members entitled to vote. Same for an extraordinary meeting.
(d) Voting
In case of voting, each members shall have one vote. The chairperson has a casting vote in case of a tie.
(e) Decisions
Decisions shall be consensus or a simple majority of the members present and voting
Vacancies
The chairperson shall fill any vacancy occurring amongst the members during the term, with consultation with the chief commissioner.
