ETHIOPIA SCOUT ASSOCIATION
The National Executive Board

Establishment
there shall be a National Executive Board, elected by the National Council as the Executive organ of the Association

Composition
The Executive Board shall be composed of:
a) The Chief Scout, as chairperson
b) The Chief Commissioner,
c) The Deputy Chief commissioner
d) The National Treasurer
e) The national Secretary
f) Co-opted members-not more than two-with no voting rights


Term of office:
The term of office shall be three(3) years. with the possibility of being elected for one further consecutive term.
At the first election, only two people are elected for a term of three years without the possibility of being reelected right away. They will be eligible for re-election only after at least three years from the day they had retired.

Functions
The board shall fulfill these functions:-
a) To act on behalf of the Council between its meetings, to give effect to its decisions, recommendations and policies, and to represent it at national and international events,
b) Supervise the implementation of council decisions by the Executive committee which is answerable to it,
c) Receive reports from the Executive Committee on how the Association is managed on a daily basis,
d) Act as a Moderator/Mediator in any conflict affecting members of organs of the Association,
e) To promote the Scout Movement throughout Ethiopia
f) To establish committees and sub-committees as required for the proper functioning of the Association and for orderly and effective implementation of the basic principles of Scouting as expressed in this Constitution,
g) To formulate policy and make reports and recommendations to the Council,
h) to recruit, appoint, supervise and terminate salaried staff,
i) To decide the proposed annual budget and submit the audited annual accounts to the council,
j) To comply with the requirements of membership of the world scout Movement, pay registration fees on time and submit an annual census return and a copy of the Annual Report,
k) To maintain relationships with other recognized members of the world organization of the Scout Movement, as well as national, civic and other authorities, religious and educational bodies, and
l) to deal with any other matter not reserved to the council.

Meetings
(a) Ordinary Meetings:
The Board shall meet at least once every three-(3) months, giving fourteen (14) days notice and the agenda.


During such a meeting the Executive Committee shall present a report concerning the day to day management of the Association.

(b) Extraordinary Meetings:
Extraordinary meetings may be called by the Chairperson of the Board of at the written and signed request of the chairperson of the council or at the written and signed request of not less than one third of the members, giving seven (8) days notice and specifying the nature of business to be transacted.

(c) Quorum
The quorum for an ordinary meeting shall be one half of the members plus one same for an extraordinary meeting.
(d) Voting
Each member of the Board shall have one vote.
The Executive Commissioner can take part as ex-officio on invitation by the chairperson
(e) Decisions
Decisions Shall be taken by consensus or a simple majority of the members present and voting. In the event of a tie, the motion is defeated.


(f) vacancies
The Board may fill any vacancy occurring amongst the elected members during the year.
