ETHIOPIA SCOUT ASSOCIATION

The national Executive Committee (EXCO)

Establishment
There shall be a National Executive Committee, under the leadership of the chief commissioner. The EXCO is the managing organ of the Association. It takes care of the day to day management of the Association under the leadership of the Chief Commissioner who is elected by the National Council.

Composition
The Executive Committee shall be composed of:
a) The Chief Commissioner as Chairperson, The Deputy Chief Commissioner and the National Treasure, all three are elected directly by the Council
b) The National Executive Commissioner, appointed by the National Executive Committee
c) Assistant Chief Commissioners, heading sub-communication such as youth programmed, adult Resources, Finance, Communication International Commissioner.
d) The chief Commissioner can appoint as many assistant Chief commissioners as deem ed necessary to carry out his/her mandate provided the total number of such commissioners is not more than ten(10).
e) There shall be at least two female Assistant Chief commissioners in this team.

Term of Office:
The term office the chief commissioner, three (30 years which may be renewable for not more than one further consecutive tem At the end of the 3 years term, the appointed by him/her shall cease and the new chief commissioner shall make new make new appointments or re-appointments.

Functions
The EXCO shall fulfill the following functions:-
(a) To manage the day to day affairs of the Association.
(b) Implementation of the council decisions under the supervision of the Board.
(c) Prepare and submit reports during the meetings of The Board.
(d) Develop a youth Programme which answers the needs and aspirations of the youth of Ethiopia.
(e) To develop growth strategy that will take scouting to many more young people in Ethiopia
(f) To develop an national Adult management resources policy so as to give the association the human and material resources it needs to become an efficient instrument of the education of young people throughout the country.
(g) In conjunction with the board, it will help to recruit, appoint, supervise and terminate salaried staff,
(h) To agree with the treasurer on the annual budget and submit the audited annual accounts to the board for submission to the council,
(i) To maintain international relations with WOSM member national Scout organizations
(j) To deal with any other matter as directed by the Board

Meetings
a) Ordinary Meetings:
The Exco shall meet at least once every month, giving the agenda to members in advance.
During such a meeting the Executive commissioner shall present a report concerning the day to management of the Association.
The Treasurer shall attend these meetings and report on the financial management of the association.

b) Extraordinary Meetings;
Extraordinary meetings may be called by the chief commissioner who is the chairperson or at the written and signed request of not less than one third of the members, giving at least three (3 days notice and specifying the nature of business to transacted.


c) Quorum
The quorum for an ordinary meeting shall be one half of the members plus one same for an extraordinary meeting.
d) Voting
In case of voting, each member of the Exco shall have one vote. In the event of a tie, the motion is defeated.
The Executive commissioner is a non-voting member of the Exco, if he/she is a salaried staff of the Association.

e) Decisions
Decisions shall be taken by consensus or a simple majority of the members present and voting


Vacancies
The chief commissioner shall fill any vacancy occurring amongst the members of the exco during the term.
