Establishment
The headquarters, housing the secretariat of the Association shall be in ADDIS ABABA, or any other convenient place as the council may determine.

Composition
The Secretariat shall consist of a National Executive commissioner, appointed by and reporting to the Executive Committee.
All salaried staff shall be appointed on five-year renewable contracts or for a lesser period if mutually agreed.
there shall be a probation period of three months prior to confirmation of appointment by the chief commissioner.

Duties of the National Executive Commissioner are:-

The Duties of the National Executive Commissioner are:-

a) To direct the work of the secretariat,
b) To make contacts as necessary, by correspondence and visits in order to promote and to safeguard the interests of the Scout Association,
c) to exercise other functions resulting fro this constitution and its By laws, and such other functions as may be delegated by the chief commissioner.

Functions of the secretariat
The Secretariat shall:-
a) Assist the Exco and its subsidiary organs in the fulfillment of their functions and make preparations for all their meetings,
b) provide the necessary for the implementation of decisions,
c) Provide the services necessary for the promotion for the Movement, such as research and documentation, training, programme, public relations, publications and publicity.
d) Supervise the organization of and participation in international, national and regional scout events, and
e) Maintain the register of members and census returns.
